
Senior Manager, Export and International Compliance
Job Description
Manages and administers the regulatory requirements of license authorizations, including technical assistance agreements, manufacturing license agreements, exemptions and exceptions and all other export compliance matters of the USG Regulations and GDC/GDAIS Policies and Procedures. This person shall be qualified to serve as a GD Empowered Official and will potentially manage members of the Export and International compliance organization.
Primary or Main Responsibilities:
Provides primary support to GDAIS Business Unit personnel, serving as their primary point of contact for all export and international related matters to ensure compliance with U.S. Government Department of State and other agency export regulations, ncluding the International Traffic in Arms (ITAR) and Export Administration Regulations (EAR), and U.S. Treasury – Office of Foreign Asset Controls (OFAC) and Permanent Import Regulations (BATF) relating to the import and export of products, services, transfers of technical data, employment of foreign nationals, and all other licensing and compliance matters.
Works closely with senior level Business Unit personnel, program managers, and Business Development staff. Participates in business unit programmatic discussions and meetings for determination of export and international compliance needs and requirements consistent with company policies, procedures and instructions.
Conducts routine GDAIS internal export compliance assessments;
Reports to and assists the Director, Export and International Compliance with the annual compliance assessments and external audits and all matters concerning interface with GD Corporate International Business and legal Organizations.
Represents the GDAIS subsidiary as a member of the GDCHQ export compliance council, assists the Director, Export and International Compliance in the role of GDAIS FCPA compliance coordinator and compliance with the GDCorporate Policy regarding the appointment of International Sales Representatives, Consultants and Distributors.
Continuously works toward improving and refining the GDAIS processes and procedures to ensure compliance with GD Corporate Policy and USG laws and regulations.
Regularly communicates day to day assignments with members of the export compliance organization to provide seamless support to the business units
Identifies pertinent export and international compliance training needs, develops training materials, and deploys the training to the employees consistent with the GDAIS Export Compliance Training Plans.
Attends subject matter training seminars and conferences as required
Conducts semi-annual review of export compliance authorizations and International Sales Rep, Consultant and Distributor Agreements with Program and Business Development Teams
Provides on-going training and day-to-day support to member of the export compliance organization
Performs all other duties, as required.
Work site location is flexible, applicants can work out of GD-AIS facilities located in Los Angeles, CA, Mountain View, CA , Fairfax, VA, or Annapolis Junction, MD.
Required Experience:
Applicant selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information. U.S. citizenship is required. Requires a TS/SCI clearance. Extensive knowledge of International Traffic in Arms (ITAR), Export Administration Regulations (EAR), U.S. Customs Regulations and US Treasury – Office of Foreign Asset Controls (OFAC) and Permanent Import Regulations (BATF). Excellent interpersonal, communication and organizational skills Self starter and ability to prioritize tasks Competencies in judgment and decision making ability. Education and Experience: Bachelor’s Degree or equivalent - International Business preferred. Minimum 6 years related management experience or demonstrated effectiveness to meet the managerial expectations. Completion of Dept. of State/Dept. of Commerce Advanced Export Licensing Courses, desirable Associate of Society for International Affairs, desirable
