Position Summary

The Government Contracting Compliance Manager supports internal compliance monitoring efforts across Ho-Chunk, Inc.’s government contracting companies. Reporting to the Compliance and Ethics Director, this position leads key compliance initiatives with a strong focus on international operations, export control, and risk assessment. The role ensures adherence to applicable federal regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and export control laws, while driving continuous improvement and training within the Compliance and Ethics Department.

Key Responsibilities

  • Lead compliance efforts for international operations, including Foreign Military Sales (FMS) and OCONUS initiatives

  • File export licenses and support export control under ITAR, EAR, and other regulatory frameworks

  • Grow and implement an export control program tailored to a dynamic, fast-paced federal contracting environment

  • Collaborate with freight forwarders, customs brokers, and U.S. Customs officers on import/export matters

  • Conduct shipment reviews, customer screening, and analyze end-use statements and backlogs

  • Develop and apply risk mitigation strategies across federal contracts, including risk assessments and audits

  • Support information security compliance, including handling of classified, Controlled Unclassified Information (CUI), and defense data

  • Write and update policies and procedures related to compliance and ethics

  • Assist with audits, prepare reports, and track corrective actions for government contracting divisions

  • Stay current on federal laws, SBA 8(a)/HUBZone guidelines, FAR, DFARS, CAS, DoD Security Regulations, and contract compliance requirements

  • Support employee training initiatives and compliance-related communications

  • Collaborate across departments to design and implement company-wide compliance and ethics programs

  • Maintain strict confidentiality of sensitive information

  • Perform additional duties as assigned

Qualifications & Experience
  • Bachelor’s degree in business, law, accounting, finance, or related field

  • Advanced degree preferred

  • Minimum 8 years of experience in government contracting, corporate compliance, or international trade

  • Strong knowledge of export controls, federal regulations, and contract compliance

  • Experience with federal compliance programs, internal audits, and risk assessment

  • Familiarity with the Government Procurement Integrity Act, Service Contract Act (SCA), and Contract Manpower Reporting preferred

  • Experience with anti-fraud program controls

  • Certified Compliance & Ethics Professional (CCEP) and/or U.S. Customs Broker license preferred

Work Environment & Physical Requirements
  • Professional office setting with standard equipment use (computer, phone, copier)

  • Must be able to remain stationary at a desk up to 50% of the time

  • Regular movement within the office to access files, equipment, and other resources

  • Frequent communication, training facilitation, and team collaboration

  • Must be able to work in indoor office conditions approximately 90% of the time

Monday to Friday, 8:00 a.m. – 5:00 p.m.
