    Job Summary:

    Reporting to the Director, Customs Compliance & Import/Export Operations, the Manager, Import Trade Compliance leads all U.S. import compliance activities, with a strong emphasis on duty drawback, tariff mitigation, customs governance, and adherence to U.S. Customs & Border Protection (CBP) regulations. This role requires extensive hands-on experience managing import processes, drawback programs, and compliance controls across the supply chain. The ideal candidate excels in classification, documentation accuracy, and optimization of import operations. This is a people leadership role.

    Responsibilities and Tasks:

    • Oversee all import-related compliance activities to ensure adherence to CBP regulations.
    • Lead and manage the import compliance team, primarily responsible for all aspects of clearing entries into the United States as a self-filer.
    • Lead duty and tariff mitigation programs, including duty drawback, Free Trade Agreements, and use of the duty-free entry clause found in U.S. government contracts.
    • Manage HTS classification, country of origin determinations, valuation, assistance, and admissibility reviews.
    • Implement and maintain internal controls to ensure compliant and efficient import transactions.
    • Review and approve import documentation, including commercial invoices, packing lists, and entry summaries.
    • Address customs inquiries, CF28/29 responses, and support post-entry adjustments or protests.
    • Oversight and implementation of the ATF Compliance program and development of procedures.
    • Duty Drawback Program Management
    • Lead the company’s duty drawback program, including eligibility assessment, claim preparation, recordkeeping, and submission to CBP.
    • Identify opportunities to maximize duty recovery and streamline drawback processes.
    • Ensure compliance with all regulatory requirements and maintain complete audit-ready documentation.
    • Manage accelerated payment, unused merchandise, and manufacturing drawback claims.
    • Monitor regulatory changes affecting drawback programs and implement necessary internal updates
    • Customs Governance & Risk Control
    • Develop and maintain import compliance policies, SOPs, and audit frameworks.
    • Conduct audits of import transactions to identify gaps and implement corrective actions.
    • Manage relationships with customs brokers, freight forwarders, and other trade partners to ensure accurate and timely filings.
    • Support internal investigations related to import discrepancies, misclassification, valuation errors, or duty overpayments.
    • Cross-Functional Support & Training
    • Provide expert guidance to procurement, logistics, supply chain, and finance teams on import requirements and cost-impacting decisions.
    • Deliver training on classification, documentation standards, and duty drawback processes.
    • Support operational teams in resolving import holds, PGA issues, and clearance delays.

    Education, Experience/Knowledge & License/Certification:

    • Bachelor’s degree in supply chain, international business, or related field
    • Active U.S. Customs Broker License (required)
    • 5+ years of U.S. import compliance experience, including significant duty drawback responsibility
    • Experience managing customs brokers and import service providers
    • Deep knowledge of CBP regulations, ACE processes, PGA requirements, valuation methods, and HTS classification
    • Strong understanding of drawback claims types and audit requirements

    Job Summary:

    As a Principal Trade Compliance Manager, this role serves as the organization’s expert on global import and export compliance, responsible for interpreting and applying complex international trade regulations, developing and implementing robust compliance programs, conducting risk assessments, managing audits and investigations, and serving as the primary liaison with regulatory authorities. The manager leads cross-functional initiatives to ensure organizational adherence to U.S. and international trade laws (e.g., EAR, ITAR, OFAC), provides strategic guidance to business units, delivers compliance training, and partners with senior leadership to mitigate risk and drive a culture of compliance across the enterprise.

    Responsibilities and Tasks:

    • Provide subject matter expertise in various relevant trade compliance laws and regulations, including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC) sanctions, and ATF regulations
    • Draft and manage export authorizations, including export licenses, technical assistance agreements (TAAs), and manufacturing licensing agreements (MLAs)
    • Determine USML, ECCN, HTS, and Schedule B classifications for products as needed
    • Eligible to serve as an Empowered Official as defined by the ITAR
    • Assist with internal investigations and audits
    • Participate in policy and process creation and implementation
    • Collaborate with our affiliate companies, suppliers, and customers on trade compliance-related matters
    • Provide advice and guidance on deemed exports
    • Conduct new hire briefings and other training activities
    • Review requests for site visits and file sharing access
    • Other trade compliance-related duties, as assigned

    Education, Experience/Knowledge & License/Certification:

    • Bachelor's Degree in a relevant field
    • 7+ years’ experience in export compliance, specifically drafting and applying for complex TAAs/MLAs and licenses
    • Aerospace and Defense manufacturing experience
    • Secret-level security clearance required

    Skills and Abilities:

    • Required: Knowledge of Microsoft Office required
    • Ability to work independently with minimal follow-up and guidance
    • Can multitask yet remain attentive to details
    • Capable of critical analysis of complex organizational and regulatory situations
    • Competent to analyze and interpret export/import laws, regulations, and industry best practices
    • Possess excellent written and verbal skills
    • Desirable: Experience with OCR software, Infor LN, and PLM or other configuration management tools preferred

About The Role

Peraton is hiring for a Trade Compliance Advisor to join our growing Trade Compliance team in our legal department. This position will support efforts pertaining to US government agencies across the intelligence, space, cyber, defense, and civilian markets. The candidate must be in the DC, MD, Northern Va Metro area. 

  • Requires working knowledge of the ITAR, EAR and FTR to be able to research, analyze, interpret and advise functional departments on compliance with U.S. international trade laws and regulations.
  • Prepare, submit and administer export license applications, technical assistance agreements, Commerce licenses, and validate applicability of ITAR exemptions and EAR exceptions.
  • Review and approve international shipments (exports and imports), foreign travel, foreign visitors and provide guidance to ensure activities are in compliance with licenses and regulations.
  • Review proposals, contracts and/or purchase orders and participates in technical programmatic discussions/meetings for business area programs and technologies.
  • Conduct export training to new employees, current employees, and specific programs.
  • Maintain export and import records per US Regulatory requirements and company policy.

Qualifications

  • Bachelor's Degree plus 8 years of job-related experience, a Master's Degree plus 6 years of job related experience, or 12 years of equivalent experience may be considered in lieu of degree.
  • Detail oriented with a high degree of accuracy required.
  • Strong organizational skills with demonstrated experience managing multiple deadlines.
  • Excellent written, verbal communication and interpersonal skills.
  • Experience is preferred in entering and managing export authorizations in Oracle GTM.
  • TS/SCI.
  • US Citizenship.

Details

Target Salary Range: $112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
